Claire-Mélanie Popineau, fondatrice de Eclairement : « Cette année, l’Internet Society France a décidé de s’intéresser aux publics empêchés. Les publics empêchés, ce sont les personnes qui subissent des contraintes : maladie, handicap, privation de liberté. Ou autre contrainte. Et qui ne peut aisément accéder à la culture ou à l’information. Le numérique dans ce cadre n’est pas accessoire dans notre société actuelle. Je suis partie à la rencontre de l’école de formation WebForce3 qui a proposé à des personnes détenues, une formation sur le numérique ».

TM, responsable communication marketing de WebForce3 : « WebForce3 existe depuis 7 ans. WebForce3 est présent sur tout le territoire avec 50 écoles en France en métropole et outremer. Et on ouvre des écoles au Maroc.Parmi les publics très marginalisés, on trouve les détenus, qu’on ne voit pas de prime abord. On a lancé un projet avec la région Auvergne-Rhône-Alpes. Et ça a suivi. On s’est rendu compte qu’il y avait des détenus qui allaient être remis en liberté rapidement. Et il était envisagé justement de permettre leur réinsertion socio-professionnelle. » 

MD, directeur national du réseau des écoles WebForce3 : « Tout cela est parti d’une rencontre fortuite avec le Ministère de la justice. On s’est dit que pour les détenus, le digital était un sujet. Et la question du Ministère de la justice s’était de dire, comment vous pourriez traiter ce sujet. Réfléchissez à quelque chose que l’on pourrait faire.Ce qu’il faut savoir, c’est que la formation en détention est gérée par les Régions, dont c’est la compétence. Donc le premier interlocuteur qu’on est allé voir, c’est la Région. La région est partenaire de la Direction interrégionale des services pénitentiaires (DISP), qui peut émettre des besoins en formation. Puis la région coordonne, finance et met en oeuvre. La difficulté, ça a été de trouver les bons point d’accroche. Car, bien évidemment, l’accès à Internet en prison, c’est impossible. Donc, comment faire une formation d’intégrateur /développeur web, sans Internet… On commence la formation en détention, à l’intérieur de la prison. On fait alors la brique certifiante Intégrateur Web. C’est déjà très bien.Cela veut dire qu’on remet les gens en activité. Et, quand ils sortent, dès qu’ils sortent, on leur propose la fin de la formation chez WebForce3, quoiqu’il arrive de façon gratuite. C’est à dire qu’on crée une passerelle dedans-dehors, en évitant de laisser trop de temps entre ces deux moments. Et puis, on va donner l’occasion aux personnes de continuer leur formation et de ne pas retomber dans la délinquance, de tout de suite avoir quelque chose à la sortie. On a ciblé la maison d’arrêt de Lyon-Corbas pour plein de raisons. D’une part, parce que c’est une grosse maison d’arrêt, c’est 900 détenus hommes, un taux d’occupation de 130%, donc c’est aussi utile à l’administration pénitentiaire. Et on va monter en puissance avec d’autres prisons en 2021, 2022 et 2023. »

NF, Directeur Auvergne-Rhône-Alpes de WebForce3, et CM, formateur WebForce3 : « Je suis Naël Fawal, directeur Auvergne-Rhône-Alpes de WebForce3. Je m’appelle Christian Migliore, je suis indépendant et je travaille avec WebForce3 depuis 2 ans. Il y avait une grande satisfaction, aussi bien pour moi que pour les détenus. En formation, de voir un code affiché à l’écran et de voir que les personnes qui passaient dans le couloir : surveillants ou autres détenus. Ils voyaient que ceux qui étaient en formation arrivaient à comprendre cela. Ils étaient admiratifs du groupe qui était là. Après, vue la communication qui a été très bonne avec l’équipe sur place, je pense que on ne peut avoir que des meilleures conditions sur les prochaines sessions.
Pour compléter ce que Christian a dit, pour moi, d’un point de vue général, je suis content que l’on ait été au bout de la formation. C’est un bilan positif, une expérimentation qui n’a pas été toujours simple. Mais c’est un bilan extrêmement positif que je retiens. Ce genre de formation d’inscrit tout à faire dans l’ADN de WebForce3 qui est justement de permettre cette insertion par l’activité dans un secteur vraiment en pénurie de talents. » 

Claire-Mélanie Popineau, fondatrice de Eclairement : « Vous avez entendu apprenants, formateurs, directeurs, tous ont souligné l’intérêt du numérique dans l’insertion ou la réinsertion.
Ce projet a vocation à se multiplier. »
